Housing
Challenge: Foreclosures, scant construction jobs

Scott's move: Under consideration: A change in state law to speed foreclosures by removing the courts from the process

Progress to date: The housing market is still a mess; at the end of September, 23.5% of Florida mortgages were delinquent or in foreclosure, down only a point from the beginning of the year.
