The City of Rancho Cordova is the only government agency on the list. It credits its success with taking a more corporate and less bureaucratic approach to government. Staff at the lowest levels is empowered with independent purchasing and decision-making authority, in the interest of efficiency. Rancho Cordova also holds an "Office of New Ideas" twice a month, where employees and community members can present their suggestions and proposals before senior city officials. For exceptional performance, staff is awarded city "stock" certificates, which are backed by agency-bought bonds and redeemable for cash.
