Plugging High-Tech Leaks

(FORTUNE Magazine) – To stem the illegal tide of advanced technology flowing to the Soviet Union, the Reagan Administration lengthened the list of items restricted for sale abroad, though U.S. businessmen argued that better results might have been achieved by focusing on a few major technologies with direct military applications (FORTUNE, May 30, 1983). With the export control list bloated to nearly 300,000 items, a Senate subcommittee concluded that controlling all illicit trade was impossible. In January the Commerce Department lifted controls on such small computers as the Apple I and II and Radio Shack's TRS- 80. Export sales of Apple's Macintosh and IBM's Personal Computer remain restricted.
