(FORTUNE Magazine) – Ecuador threatened to become the first member of OPEC to quit the cartel in a disagreement over oil quotas. The dispute centers on a request by Ecuador and five other OPEC members to raise their cash-poor production quotas. U.S. Secretary of State George Shultz says the South African government could demonstrate its willingness to negotiate peacefully with the black majority by releasing Nelson Mandela and other black political prisoners.
