(FORTUNE Magazine) – A manual used to train thousands of new teachers in New York City's public schools was denounced yesterday by . . . Assemblyman Dov Hikind . . . of Brooklyn . . . Mr. Hikind cited passages in the manual that said ''only whites can be racists''; that whites are racist, even if unconscious of the racism . . . and that everyone ''must actively choose'' to ''go against authority'' and ''fight a racist society'' . . . It was the third time this month that training materials for public employees in the state have been challenged . . . A 38-page manual used by employees of the State Insurance Fund was withdrawn because of virtually identical language . . .
