The San Diego horned lizard . . . was seen four years ago on a parcel of land . . . where ((developers)) planned to build the second phase of the California Commerce Center. Although a recent survey failed to turn up any trace of the reptile, . . . officials from the state Fish and Game Department . . . want the developers to pay for a new home for it . . .
