(FORTUNE Magazine) – City officials said Mayor David N. Dinkins had given his blessing to an experiment to test six self-cleaning . . . toilet kiosks on sidewalks around the city . . . In an effort to satisfy advocates for the handicapped, three of the six toilets would be accessible only to people in wheelchairs who would be issued magnetic access cards. The other three kiosks would require a quarter for entry. But advocates for the handicapped said that they still opposed the . . . plan . . . Anne M. Emerman, director of the Mayor's Office for People with Disabilities, said requiring people in wheelchairs to gain entry with a card would be demeaning and discriminatory. ''Having a different system for people who just happen to ride in wheelchairs is not meeting the spirit or letter of the law,'' she said . . . The city will ((also)) face . . . esthetic difficulties in fitting the more cumbersome wheelchair-accessible units on sidewalks that are already crowded . . .
