(FORTUNE Magazine) – Plainclothes federal officers cited a startled Bolinas ((California)) merchant earlier this month for selling fans made from feathers she'd found on the beach. Claire Blotter, 43, said agents from the federal Fish and Wildlife Service entered her Bolinas shop, looked at feather fans displayed for sale, and told her she had violated federal law. Later, ((they)) told her an ''undercover agent'' . . . had purchased a feather fan from the shop, said Blotter. ''They said I was selling migratory bird feathers ((and)) could be . . . jailed for two years'' . . . The statutes under which Blotter was charged were enacted . . . to curb international trade in goods made with exotic feathers . . . Blotter . . . said she supports the intent of the law but . . .
