(FORTUNE Small Business) – Summer is here, but it's not too late for some spring cleaning. Just ask Secretary of Labor Elaine Chao, who this month will announce plans to clarify her department's byzantine regulations. Her proposals to help businesses brush up on their OSHA and minimum-wage knowledge include a phone bank armed with "regulations experts" and a new compliance-director position.
