(MONEY Magazine) – --Debit miles. Chase, the first bank to offer debit-card rewards, has just launched the first frequent-flier debit MasterCard (800-242-7324). For $30 a year, you earn one Continental OnePass mile for every $2 you spend (excluding ATM withdrawals). That's half what you can earn with a credit card. But, since the money comes out of your bank account, you pay no interest.

--Surcharge relief. As we reported last month, paying an ATM surcharge has become the norm. Now two Web banks--which have no ATMs of their own--are giving customers a break. If you open an account at Yahoo!Finance (www.yahoo.com), Telebank (www. telebankonline.com) will refund up to $6 you pay in surcharges a month. First Internet Bank of Indiana (www.firstib.com) will refund up to $10.

--New low-rate norm? Last August, we alerted you that no-fee 9.9% fixed-rate credit cards were becoming common. Now a few issuers, among them Providian Financial and First USA, are offering select customers fixed 7.9% rates--but you'll need sterling credit to qualify.
