*Civil servants are not allowed to receive cash tips. But if you wish to recognize your mail carrier, the U.S. Postal Service asks that your gratuity not exceed $20 in cash value.
In general, regular delivery persons deserve a show of appreciation during the holidays, whether it's a sincere "thank you" or something more. Just be sure to check with the local company before tipping, as some organizations, such as the United States Postal Service, do not allow their employees to accept cash gifts. The local paper deliverer, however, will probably be happy to get a small cash bonus for their efforts.
