Microsoft: Governments shouldn't 'hoard vulnerabilities'

Microsoft president and Chief Legal Officer Brad Smith admits that Microsoft "should ask ourselves if we can do more" to prevent cyberattacks. But he also says there needs to be a "digital Geneva convention" with "new restraints on governments so they're not hoarding these vulnerabilities."
