In 2003, some wary spouses downloaded a program called "Lover Spy" to secretly spy on their cheating lovers. According to the FBI, Perez-Melara -- the computer engineer that created the software -- was spying on them too.
Perez-Melara was in San Diego on a student visa from El Salvador at the time. Law enforcement issued an arrest warrant for Perez-Melara in 2005.
