The French capital is the second most congested city in France, after the coastal city of Marseille.
"Paris is much bigger [than Marseille] and has a much more extensive road network. So if it gets busy, there will be alternative routes that drivers can take," said Cohn.
Any visitor who sees the packed traffic around the famous L'Arc de Triomphe landmark would probably think twice before getting behind the wheel.
