Long after government offices reopened and federal workers got back pay for the two weeks they were forced to stay away from work, effects still linger.
The IRS, for example, is delaying the start of the upcoming tax season because of the shutdown. And economists believe the 16-day shutdown likely took a bite out of gross domestic product in the fourth quarter.
