With its initial growth spurred by Offutt Air Force Base, Bellevue has seen a new burst - thanks to a strong civilian presence. Despite the expansion, home prices and the cost of consumer goods and services remain significantly lower than the national average.
It was once overshadowed by nearby Omaha, but Bellevue's population has been growing thanks to an improved economy and better freeway access, spurring an expansion in commercial, industrial, and residential construction. --A.C.

Clarification: An earlier version of this gallery included Clinton, MI, at no. 9 on the list. While Clinton does rate highly on home affordability, the top 25 is meant to include only growing cities, and Clinton should have been disqualified for having negative job growth at the county level. As a result, Martinez, GA, was added as no. 25.
