One of the poorest countries in the world, Burundi suffers from high start-up costs and stratospheric fees for construction: permits cost more than $9,000, more than 85 times the per-capita gross national income of $110. Technical limitations recently forced Burundi to double the minimum loan amount required for registration in its credit database to $900, making it trickier for entrepreneurs to generate a credit record.
