When a company employs 2.1 million people, as Wal-Mart does, human resources isn't merely a support function, it is core. And so Chambers, 54, manages beyond health plans and training (though that's a big part of what she does); she's essential to the company's international expansion, which involves adding 500,000 jobs to its workforce between 2010 and 2015.
