Average in-state tuition for 2011-12: $6,808
Total increase: 16%

Many of Georgia's public colleges are posting large percentage increases because tuition in the past had been low compared to schools in other states.

A $562 increase in the tuition for Macon State College, for example, represents a 18% increase, but only brings that school's tuition and fees up to $3,644 -- still one of the most affordable in the country.
