Many residents of this quiet Portland suburb commute to the city, but plenty stay in town as small-business owners or telecommuters. One reason: West Linn boasts one of the lowest tax rates in the metro area. Every Tuesday in the summer, West Linn hosts an artists' and farmers' market, where vendors offer homemade gifts and local foods. For recreation, water sports are king. The Willamette River is popular for water-skiing, as well as dining aboard floating restaurants. The smaller Tualatin River is a wildlife refuge, making it perfect for canoeing, birdwatching, and fishing. --N.A.
