Then: "Worst slum in America"

President Carter walked through a rubble-strewn lot at Boston Road and Charlotte Street in 1977, wondering what, if anything, could be salvaged. Despite him calling it the "worst slum in Amerca," the neighborhood was rebuilt. Government agencies, nonprofit developers and community organizers worked together to turn things around.
