Early on in the process, staff members met with Gerard. According to the Washington Post, he recommended that the Energy Department be responsible for promoting technology that could ease global warming, rather than the Environmental Protection Agency. The administration adopted that recommendation. Gerard is now the president and CEO of the American Petroleum Institute.
