6. Berlin
6. Berlin

Big changes have been brewing in Berlin. The city has seen rapid growth since becoming the capital of a unified Germany in 1990. And that growth has been accelerating in recent years as the city looks to emerge as a global economic center and a leader in sustainable urban development.

Berlin still fares relatively poorly in many measures of business friendliness, from ease of starting a new venture to labor regulations. But the cost of business occupancy is low and the overall cost of living is more moderate than in other European capitals like London, Paris and Madrid.

And more changes are on the way, including a new airport and train station scheduled to open next year.
