And hackers financed by Russia, China and other countries are also conducting economic espionage aimed at stealing valuable trade secrets and sensitive military technology.

"There is the potential out there that terrorists will get 'smart' about this and use the Internet for destructive purposes," said Michael Moran, managing director of global risk analysis at consulting firm Control Risks.
