Even though PayScale doesn't use government jobs in its analysis, Washington, D.C., still came out strong in terms of wage growth.

"Lawyers, government contractors, non-profit social services employees, lobbyists have done well over the past year," said PayScale economist Bardaro.

Many of the jobs PayScale looked at rely on government spending.

Unemployment in the metro area was 5.7% in July, two percentage points lower than the national average.
