Vermont has the third-highest personal income tax rate, and fourth-highest property taxes. The minimum wage, and electricity costs are also high. But the state's low crime rate, highly skilled work force, natural beauty and strong tourism work in Vermont entrepreneurs' favor, says Kerrigan. Still, she says, "capital is a coward; it's not going to settle there long if there are more hospitable environments."
