(FORTUNE Magazine) – Congress looks set to revamp the nation's Internet and telecom laws. The 1996 Telecommunications Act was crafted before the Internet boom, leaving the courts and regulators to figure out how to govern things like voice-over-Internet protocol. A draft of the so-called broadband bill left a House committee in late September. Expect the lobbying to be fierce. -- Daniel Roth
