(CNN) -- Prices at the pump are down slightly, despite a jump in crude oil prices, according to a survey published Sunday.
The average price of a gallon of self-serve nationwide is $2.63, a decrease of about 3 cents in the past two weeks, the Lundberg Survey found.
In the same two-week period, crude oil surged $8.62 to $79.81 per barrel, said survey publisher Trilby Lundberg. That movement would suggest a 20-cent jump in the price of gasoline, but "crude oil and gasoline are not even speaking the same language."
Refiners are having a tough time passing on the increase, and so are gasoline retailers, she said. The U.S. gasoline market is glutted because of poor demand in these economic conditions.
If crude oil prices don't fall again, "it's very likely that in the near future ... we will then see several more pennies at the pump," Lundberg said.
The retail price of a gallon of self-serve a year ago, on February 20, 2009, was $1.94 -- 68 cents less than the current price, she said.
The Lundberg survey was conducted on February 19, two weeks after the previous survey conducted on February 5.
The city with the lowest price was Cheyenne, Wyoming, where a gallon self-serve regular went for an average of $2.32. The nation's highest gasoline price was in Honolulu, Hawaii, with $3.33 per gallon. In the continental United States, Los Angeles had the highest price at $2.90.
