Prescription: Increase seed capital

"There's still a dire need for access to seed capital. I'm talking about high-risk, early-stage money. The SBA should look to enhance seed investing to help budding entrepreneurs.

One program that may work is a match program, where the SBA sets aside funds to meet what the entrepreneur can raise. Whether that money is a loan or grant - that can be worked out - but the SBA needs to address early stage and seed-capital needs."
