Prescription: Rebuild

"The SBA needs to be rebuilt so that it focuses on impact rather than activity. We shouldn't be concerned with how many businesses have been served or what volume of loans has been channeled through SBA.

We should be concerned with how many jobs have been created, how much new wealth has been created, how much impact the SBA has had on creating a local economy in inner cities and on Indian reservations, how many career paths have been established, and how well the SBA has done in fostering legitimate businesses in communities where people might otherwise have turned to the underground economy to make a living.

We should establish a National Industrial Strategy and then create a federal agency that fosters the growth and development of high-potential businesses. We might even want to call it something different from 'the SBA.'"
