The first real-time online chat tool, Internet Relay Chat was developed by Jarkko Oikarinen in Finland. IRC's popularity really took off in 1991, when Iraq invaded Kuwait and radio and TV signals were shut down. Thanks to IRC, though, up-to-date information was able to get out, sometimes ahead of mainstream news sources.
