(FORTUNE Small Business) – If the rising cost of health insurance is your biggest headache, you're not alone. A quarter of U.S. entrepreneurs agree, up from 23% last year, according to a recent survey by the NFIB. Small-business owners ranked taxes as their second-most-pressing concern. One upside: Only 13% consider poor sales their top problem, down from 18% last year. More good news: Just 5% of those surveyed considered inflation their biggest problem, compared with 41% in the early 1970s.
