Trading across borders from Chad is a fraught challenge: Importing goods often takes more than three months and costs in excess of $6,000 per container, and exports are barely cheaper, averaging more than $5,000 per container. Construction is also pricey, with permit costs of more than $5,000 vastly exceeding Chad's per-capita gross national income of $540.
