Shinohara, 73, has built the third-largest staffing agency in Japan, and last year won Japan's Grand Entrepreneur prize, but she's hardly resting on her laurels. In the past 12 months, her company had 170,000 candidates for work around the globe. And this month the $2-billion-a-year company, which she started in 1973, will merge with another big regional staffing firm, People Staff, to form a new holding company.
