Even with its rapid population growth, Eagle County is having trouble finding enough people to fill the jobs there. That's sparked a heated debate over smart-growth practices and several attempts by local leaders to come up with answers. Builders and affiliated services have reaped the biggest rewards from a construction boom in the region that has some locals worried about the effects of urban sprawl.
