A year after two of its planes had major mechanical malfunctions and the chairman resigned, Japan's national airline was still flying stormy skies in 2006. Losses narrowed from $417 million in 2005. But with revenues only growing 1.3% as airline travel in Japan slumped, JAL wasn't able to overcome its rising fuel and safety-upgrade costs.
